NISPOM Courier / Handcarrier Briefing
Clause 5-410 of the National Industrial Security Program Operating Manual (DoD 5220.22-M)
requires that contractors who designate a cleared employee to act as a courier or
handcarrier of classified material give that employee a briefing on their responsibility to
safeguard that classified information. We have prepared a briefing to meet this requirement of
the NISPOM. It covers essential topics such as processing of the classified material by security
personnel; carrying proper personal identification and other documentation; required
procedures for maintaining and transferring possession; inventory receipts; proper and
prohibited storage practices; and special requirements and procedures for transportation
